Introductions

Panel members were welcomed to the meeting by the Chair, who also ran through the agenda.

Review of previous meeting’s action notes and declaration of interest

The action notes from the previous meeting were approved for publication and no conflict of interests were raised.

Colleagues from Palantir joined the meeting for the Faster Data Flow and FDP Storyboard agenda item, they both left the meeting at the end of this presentation. They will not be able to access the chat for future meetings or the chat history.

A request from the panel was made to record the meeting to aide with the notes of the meeting. Post meeting note: the recording failed and could not be saved to OneDrive.

FDP storyboard and faster data flows

The Head of Communications for the FDP Programme presented to the panel the first draft of the FDP storyboard for the animation being created.

Following on from the review of the web content last year the aim of the storyboard is to have visuals to support the written content to explain what FDP is and how it works. There is a commitment to providing clear and accessible information. Palantir will be leading on the animation production. The video will be embedded within the web content that the group reviewed last year. It will be used for engagement with stakeholders and internal colleagues.

This is a very first draft of the storyboard, there are 7 scenes which requires the panels view on whether it is being pitched correctly and if it is covering the items that matter the most. The panels feedback will be used to shape the animation before it goes into production.

The Head of Communications for the FDP Programme thanked the panel for their valuable discussion and feedback which will be incorporated into version 2 of the animation storyboard.

Faster Data Flows

Faster data flows is about moving some of NHS England's data flows to automated data collection. Currently some data is manually captured and tracked on an excel spreadsheet and emailed on a weekly basis so that systems have visibility of the data.

126 out of 135 acute trusts are currently being migrated to the automated system and eventually the manual collection will cease. The data will sit on the Federated Data Platform and switch over will be 11 March 2024.

Once migrated the data will then be easier to access. Automated reports will be available and will be much quicker than the current manual process.

The panel was thanked for the feedback already given on the web content from last year. The changes previously made were discussed and all further comments and suggestions from today will be included in the next version.

When the final version is available Faster Data Flows will come back to the group.

Public deliberations on COPI changes

The Transformation team from NHS England and Data Policy team from Department of Health and Social Care presented COPI changes to the panel. It explains what is legally allowed be done with identifiable health data without consent.

The supplier who will deliver the deliberations and public engagement around has been confirmed as Think Insite and Strategy, logistical and technical details are currently being worked through before the contract commences in March 2024.

More formal engagement sessions are being designed for March so the team would welcome the opportunity to bring COPI back to the group in March.

The aim of the presentation is not for feedback on the legislation itself but for the panels views on how it's being presented, how it is being explained and that the slides are clear. Today is more about the engagement approach, views on the legislation will be bought back to a future meeting.

As time ran out for this agenda item it was suggested that the slides and the recording be shared and the panel email any feedback to the team.

Any other business

The panel requested that COPI is bought back to the next meeting as the first agenda item, a short recap is required along with a discussion on the previous changes that were made.
